Why Filipino is exclusive

I replied that Filipino is exclusive too, and he asked:

So here's my answer: Filipino is exclusive because it excludes those who do not speak it from being considered as "Filipinos" (in the cultural sense). One's being Filipino is not to be measured by his ability to speak the Filipino language.
