During these times, schools serve as places of refuge. Yet, in one school, thousands of families are using candles in classrooms not because there is a power outage. The school has a limited budget so it is forced not to provide electricity to the evacuees. Although the classrooms are far from being flooded, the school has a limited number of toilets for the families. And even with obvious congestion, some of the classrooms are kept locked to keep the evacuees away. The families receive some food aid, canned goods and instant noodles. But there is no source of hot water. Outside the school, someone is selling glasses of hot water (for 4 pesos each). Others have found a way to make fire for their cooking - they are using broken chairs that they found inside the classrooms.
