my answer is:
it is similar to the other country, because special education here even in abroad has many objectives or goals for the PWD's / Special Person's , one of these is -to learn the children by different basic skills that they need, and to be independent in the future.

AFAIK, here in Philippines, we have no specific definition of it, because The Special Education Curriculum that they used here is based on U.S , even some Act's like IDEA, ADA, NCLB it's originally came from U.S.

Special Education, is a set of educational programs or services specially designed to meed the unique needs of the learners with disabilities that cannot be sufficiently met using traditional educational programs or techniques.

Section 24.2 of Batas Pambansa Blg. 232 define Special Education as the education of persons who are phisically,mentally,emotionally,socially,or culturally different from the so called "normal" individuals that they require modification of school practices/services to develop them to their maximum capacity.
