"has become" - has education ever been a right?

Public education was but a dream in the middle of the 19th century. Compulsory elementary education only became a norm in the 1980s. Free high school in the Philippines is a 1990s thing.

Education has never been a right. True, a few years before - in the early years of the last decade, to be exact - it was easier to get a college degree than now. But even during those years, education was already a privilege. What is happening now is that this privilege is granted less and less to the common people.

due to tuition hike.. a lot of students cannot pursue their education
