I think it's okay...

Try redownloading it Sir and then reopening it.

EDIT: I have located the problem Sir. I assume you are clicking on the link right away. There seems to be a problem with the part of the script handling that. Please right-click on the link, and save it to your computer. Then you can open it there using a PDF reader.

EDIT (2ND TIME): On closer inspection, this appears to affect all attachments here. The problem occurred during the upgrade, when all the contents of the upload directory were actually deleted. Sorry for that. I'll try to locate a copy of this somewhere in my files ASAP.

EDIT (3rd time): The download should work by now.
